Sydney and Dixon are instead sent to Ho Chi Minh City, Vietnam to recover the hard drive for ECHELON. Meanwhile, Kendall and the rest of the CIA frantically tries to prevent SD-6 from gaining access to ECHELON... and Jack realizes that the only one who can help them is Irina.
